Standard rate structure
- Israeli resident, single home: 0% on the first bracket, then progressive rates rising to 10%.
- Israeli resident, second home or investment: starts at 8% from the first shekel.
- Foreign resident, any property: starts at 8% — treated like an Israeli buying a second home.
Olim discount: the planning lever
The discount allows new immigrants and returning residents to access the citizen brackets — even before Aliyah formally completes. The window typically runs from one year before Aliyah to seven years after. Two practical patterns:
- Buy before moving — secure pricing and inventory while still abroad, then file for the Olim rate at registration.
- Buy after moving — straightforward Olim-rate application with formal Aliyah documentation.
Documentation requirements
Successful Olim discount applications require:
- Teudat Oleh or evidence of pending Aliyah (NBN approval, etc.)
- Declaration that the property will serve as a primary residence (within a defined timeframe)
- Confirmation that no other Israeli property is held that disqualifies single-home status
Common pitfalls
- Buying through a foreign LLC instead of personally, losing the Olim discount.
- Already owning Israeli investment property pre-Aliyah, breaking single-home eligibility.
- Renting out the new property too soon, breaking the primary-residence representation.
- Missing the timing window between purchase and formal Aliyah.
